The lower body of the Legislature shall be composed of members randomly sortitioned from all the inhabitants of Cheliax belonging to those races proven capable of reason and peace, who are neither too young nor too old for speech.
The number of such Delegates shall be seventy-two, and each such Delegate, once randomly drawn, shall serve for a term of two years.
The pay for every Delegate to the lower body of the Legislature shall be threefold the wage of a median Chelish citizen; and may not be subject to any form of forfeit, garnishment, or attainder by any prior or new contract.
No Delegate may refuse the call to serve. However, after the completion of one month of service, each delegate shall, while within a Zone of Truth, be asked whether they abhor the duty imposed on them. If any delegate so declares their despite of the office, they shall be permitted to leave forthwith, and their place filled by the selection of another by sortition.
And as this lower body of the Legislature is filled by those whom have neither chosen nor consented to the position, but who do not really hate it, it shall be named 'Dubcongress'.
