Liushna does not understand what is happening. 

This isn't like Pezzack. It's more like Pezzack than like anything else she's seen, but--in Pezzack there were lines in the sand. There were the terrible diabolists, and you shoot those, and the heroic revolutionaries, and you support those. It might not be immediately obvious which side was which in a given scuffle, in which case you wouldn't do anything until and unless you could figure it out, but you knew what was going on, basically, and what it was that was trying to be accomplished. 

This...isn't that. Liushna's grasp of Chelish script is smooth and effortless with Share Language, but she has better things to read than incendiary pamphlets, so she doesn't even know what sparked this. From her perspective, the population of the city seems to have just spontaneously gone insane and started storming houses and murdering people. 

...Could this also be the work of the same evil actor that did something to Cansellarion this morning, so he said that thing about taxes that had all the other nobles so freaked out? 

She has no idea. It's not like she's a strong enough caster to do something about it if it is. All she can do is try to follow mobs around, and fly away when they spot her, and find injured survivors to heal or at least stabilize in their wake when they don't.
