loki falls on the grandmaster

Travel by Bifrost is supposed to be highly reliable.

Loki, inveterate faller, falls off it anyway.

She lands in what can only be described as a junkyard. Detritus from a dozen different alien civilization surrounds her in drifts several meters high. 

A large neon sign stands above the rubble.

It reads:

Civilization!
This way (sort of)

There is an accompanying neon arrow.

Who expects people to land in junkyards and need directions to civilization?

Well, she doesn't have any better idea which way it might be. Off she tromps.

Several hours of walking and four more neon signs later, she sees the spires of an alien city.

The spires glow a soft amber against the backdrop of stars. 

Dozens of branching roads intersect at the city and she can angle her approach to intersect with one of them.

Yeah all right. She picks the friendliest-looking road.

A sleek silver car whizzes by, hovering a few feet above the road, and then stops and backs up. 

The side flips open.

"Hello!" says the man inside, who appears to be woven from a thousand intertwining blue tendrils that slowly slide past each other, "Need a lift?"

"Depends. Where are you headed?"

"Tulmire," the man says, pointing at the city. 

"Only place to go here, really, unless you're out scavenging."

"Sure," she says, "why not." She hops in.

The silver door closes and they whizz towards the city.

"So, you just land?"

"If that's what you want to call it, yes."

"Oh? What'd you call it?"

"I would have said I just fell."

"Yes, yes. I could see that. Glad you landed intact. We get a few folks with broken bones. I'm lucky that I bounce."

"Asgardian," she says. "Hard to dent."

"Never heard of 'em," he says cheerfully. 

"Suppose you want the rundown?"

"If you don't mind that sounds like it'd come in handy!"

"Sure. So this is Sakaar. There's a giant vortex void thing in the sky that pulls in lost things from all over the universe and dumps 'em here. Tulmire was one of those things, used to be a warship or something, but she's friendly now and takes in people who fall in. Then there's the Grandmaster, he rules, sort of, depends on your definition of rules, the city. He's a superpowerful magical guy of some sort and keeps something of a trade going with the rest of the universe. It'd be a bit tricky getting ships in and out without him since the void messes with stuff like that, but he keeps the ships in one piece till they're out of orbit or something. Anyway, that doesn't really matter, uh, expect that you're not completely stranded and can probably get a ticket off eventually if you want?  I knew I had a point in there somewhere."

"Depending on your definition of rules?"

"He's like, in charge, but doesn't bother with laws or rules or any actual thing you'd expect a ruler to do mostly. He tells people what Tulmire wants since she doesn't like talking to people and stops any major fights or murders or whatever and heals people and scares away anyone who comes to Sakaar to try and mess with us and otherwise just does whatever he wants."

"Huh, okay. Sounds like a character. What does Tulmire tend to want?"

"People to be free to do what they want mostly? Mostly the kind of stuff he tells us is if she's going to build a new district or if she's getting annoyed by a particular group and I think he deals with specific problems she notices but can't deal with by herself."

"She can self-expand? That's neat."

"It is! I think she needs like, raw stuff, to build with, but there's plenty of that here."
