"What's the process of acquiring and adjusting to the field like?"

They tell her about the process.

Apparently, gaining the new sense is overwhelming at first, especially for their species who are used to living in deep space and receiving minimal sensory input. It usually takes several days for recipients to adjust and begin learning to manipulate their field. Gaining the psychic field did not automatically grant the ability to fight the compulsions, but it did make the individual aware of them immediately. This is not true of all owners of a psychic field, natives of this universe generally have learned to tune it out. But, if someone is acquiring a psychic field for the first time, they become immediately aware of their mind in a way they weren't before, which makes outside interference extremely obvious.  

It generally took about a year on average for the soldiers to learn to throw off the existing compulsions and learn to immediately repel any new ones. Some soldiers learned to do it within a matter of days, while there were a rare few who were never able to successfully do it on their own and required outside help to free themselves.

Promise has a few more questions on some of the details but eventually she is content to leave the star resident alone with her thanks.

"So?" the Master asks, once they are back in the TARDIS.

"I'll do it."

He grins.

"Yes! Thank you!"

He looks like he's going to hug her, catches himself and instead does something that is almost a dance.

"This is going to be great."

"There are a few places that can do it around. None that were meant for it, but plenty that should work, with a little tweaking."

"Careful tweaking."

"Perhaps you could be more specific."

“Out of universe visitors aren’t so common that anyone’s built anything sophisticated for it. But the Time Lords aren’t the only species that have figured out how to use psychic fields. Some of those species have equipment to manipulate the psychic fields of people who can’t manipulate their own or don’t want to take the time to learn. Basically, I’m going to give the equipment a new targeting system, so it can latch on to you even though you don’t have a psychic field. Then, it’ll try to manipulate the psychic field that doesn’t exist and this will, metaphorically, call the universe’s attention to your lack of one. And then your own psychic field’ll pop into existence. A sufficiently skilled psychic manipulator could do this on their own but this regeneration has made me terrible at it and I don’t trust anyone else."

"Okay, that sounds pretty reasonable."

He finds a suitably deserted medical facility (a local festival has drawn everyone away) and makes the necessary tweaks to the equipment. 

And then he turns it on.

And Promise's psychic field springs into existence.

It's a new sense, faint, but there if she focuses. It's like proprioception, but for the mind.

"Huh."

The Master can provide books and instructions on how to use her psychic field. Though his current psychic abilities are too limited to provide much real-time feedback. There are also talented teachers of other species, if she's willing to trust them.

She'll see how far she can get on self-study before resorting to that.

It will take longer if she's working by herself, but she will eventually be able to gain almost complete control over her psychic field and repel any external influences.

She has all the time she could ever conceivably want, and that's a lot.

When she's ready, the Master's TARDIS wants to try and talk to her.

The TARDIS is welcome, of course. It's not like the symbiosis is without benefits on both sides.

The Master's TARDIS tells her that the other TARDIS has not healed completely and will likely be wary of taking commands. But that she is also looking for direction.

The TARDIS does not convey this in words directly, though it is possible to send words using a psychic field, but in a series of images and memories and concepts. 

This form of communication is a little overwhelming. The TARDIS attempts to trim excess information, but does not always manage it.
